Homes could be built on the site of a former sewage works under plans being considered by Leeds City Council.
Stonebridge Homes is seeking permission for up to 24 homes on land at Reins Road in Horsforth.
Three apartment blocks of eight homes would be built at the site, which is surrounded by trees in between the A65 Abbey Road and the river Aire.
Each would be three storeys high, containing flats of up to three bedrooms at the former Yorkshire Water site.
A design report said Rein Road would have to be widened to accommodate traffic to the new homes.
It said: “The site has good transport links into Leeds city centre and beyond, sitting directly south of the A65 and in proximity to Horsforth and Kirkstall Train Stations.”
Stonebridge Homes said a tree-lined road would be included in the development, which is in the Newlay Conservation Area.
Sand and grit stone materials would be selected to fit with the existing surroundings.
The report said: “The impact of the development on the trees and hedgerows around the boundary of the site should be minimised.
“Our approach will provide a walk-able neighbourhood with community facilities within an easy, attractive and safe walk for all residents.”
If granted by Leeds City Council, the outline planning application would give consent in principle for the development.
